In
August 1996 Alvaro Noboa was appointed president of Ecuador's
monetary board. While running this institution Alvaro Noboa
managed to raise the international monetary reserves of Ecuador
from $ 787 million to $ 2.0 billion in six months and to lower
interest rates by 12 percentage points. Since then, the monetary
reserves of Ecuador, despite the country adopting the US dollar
as its currency, have not reached the peak that Alvaro Noboa
achieved.
In
1998, Alvaro Noboa became the outside runner in the presidential
elections. He achieved a technical draw with the man who then
became President of Ecuador. Alvaro's popularity was left unscathed,
and on 20 September 2002 all polling companies with the exception
of one predicted that Alvaro Noboa would have become President
of Ecuador if the elections had been held on that day. Today,
polls show that Alvaro Noboa remains the number one choice of
the Ecuadorian citizen to become the next President of Ecuador.
In
2002, Alvaro Noboa inspired and guided the foundation of the
PRIAN political Party. The Party was an immediate success after
it was established and gained ten seats in Congress in less
than six months.
During
the last presidential campaign, Alvaro Noboa's mission was consistent
with his career path and life. The mission stated the need to
fight corruption, reactivate the economy, provide jobs for all
Ecuadorians, promote low-income housing for all citizens, establish
a national health plan and implement an educational plan. Today,
Alvaro Noboa is seen as a political, economic and social leader
in Ecuador.
During
this last presidential campaign, the second one in his political
career, he lost with a small percentage to Coronel Lucio Gutierrez.
Again there was talk of fraud in these elections.
Alvaro
Noboa has structured his PRIAN Political Party in such a way
that today it is the second leading force insofar as votes are
concerned among a field of fourteen political parties. The PRIAN
Party has become a key political factor in Congress and Alvaro
Noboa the front runner in the 2006 Presidential race that could
bring Alvaro face-to-face with the fabled Leon Febres Cordero
in a memorable showdown between a worn-out part and a promising
future.
The
man who instituted public service with the use of his own funds
has kept his "Medical Brigades" in a ceaseless relief
effort since 1998 thus proving sincerity behind social-minded
convictions.
In
the mid-term elections of 2004 the PRIAN Party got 19 mayors
of different cities of Ecuador elected as well as 1 prefect
and more than 70 council-members in different provinces. Alvaro
Noboa, as leader of the PRIAN Party, campaigned in favor of
these elected dignitaries.
Alvaro
Noboa always fought on the side of the poor people, his Christian
heart, his love for the people kept him since he was a young
man, and more so now, working for the poor class of Ecuador
with his foundation CRUZADA NUEVA HUMANIDAD and through his
political work.
"All
foreign companies investing in Ecuador will be exempt from paying
income tax provided the labor force is Ecuadorian" was
the way Alvaro expressed it in his own distinctive manner therefore
solving two of the three most excruciating problems facing this
Republic, that is, capital and employment.
Alvaro
Noboa's deep-rooted beliefs regarding social justice combined
with vast personal wealth have placed him once again as a hands-down
favorite to win in 2006. This could be Ecuador's last opportunity
to avoid class-warfare but rather enter into an era of "Enlightened
Capitalism" through the stern but clear minded convictions
of a statesman like Alvaro Noboa.
For
a third time Álvaro Noboa ran for president representing
the PRIAN political party, registering his candidacy in the
supreme electoral tribunal on august 15th of 2006.
With a liberal
democratic and social justice platform, openess to foreign investment
an ambitious housing plan, which as a whole, would multiply
employment with an emphasis on the quality of health and education,
Álvaro Noboa won the first electoral round on november
of 2006 and turned his party, the PRIAN, into the leading electoral
presence in the country. With 27 elected members of congress
the PRIAN obtained the right to place the president of congress
from among its ranks. Jorge Cevallos, party director at the
time, and congressman from Manabí became president of
congress.
With the
promise of a citizen’s revolution and a fully empowered
constituttional assembly, Rafael Correa won the second electoral
round. Little time would elapse before constitutional guarantees
and the state of law would, be broken in Ecuador.
On january
the 5th national congress is installed and Jorge Cevallos is
elected as president of this body. Sadly in but two months in
office he betrayed the leader of his party, the PRIAN ideals
and allowed, in alliance with Correa’s government, the
unconstitutional destitution on march 7th of 57 congressmen
in opposition, among them 24 from his own party at the hands
of 4 members of the supreme electoral tribunal presided by Jorge
Acosta. Cevallos also allowed the police to surround congress
and block the way for congressmen to reach their seats, and
ilegally empowered substitutes who were subsequentlylabeled
as the tablecloth congressmen since Teleamazonas (a t.v. channel)
found them in the company of galo abril secretary to the minister
of government, and in the presence of t.v. cameras were filmed
as they ran away hiding under tablecloths from the puembo hotel.
The PRIAN
disciplinary tribunal decided to expel Jorge Cevallos from its
ranks on sunday the 10th of June of 2007. At a press conference
Dr. Vicente Taiano the party director stated that the resolution
was based on art. 41 of the PRIAN statute “for having
departed from the party line”. On that day those PRIAN
congressmen who were reinstated by the constitutional tribunal,
whose resolution was disawowed by Cevallos described their ex-party
colleague as a government spokesman who was not capable of defending
the autonomy of the legislative branch and who was silent before
the avalanche of physical aggression and the lynch mob, on government
payrolls who assaulted their fellow party members and other
congressmen in the opposition which elected him as congressional
president.
Treachery
was confirmed months later when Quinto Pazmiño advisor
to Ricardo Patiño finance minister, disclosed secret
recordings, taped by Patiño at the República hotel
in Quito where Jorge Cevallos, just as transmited by Teleamazonas
and the rest of television media. Was negotiating the carrizal-chone
project in exchange for a congressional resolution to approve
the referendum’s statute in illegal and unconstitutional
terms.
The PRIAN
was right; it was opposed to the referendum which was in clear
violation of article # 283 of the constitution which demanded
president Correa to present it before congress for its approval
and denounced Correa’s attempts to end liberty and democracy
installing a constitutional assembly similar to that of Chavez.
As time
has confirmed, the fully-empowered assembly sponsored by correa
to reform the constitution and transform the state juridical
framework, has revealed itself as an anti-democratic and dictatorial
instrument, which has made a mockery of popular mandate and
dedicated itself to impose and introduce XXI century socialism
similar to Castro, Chavez communism which seeks to curtail public
freedom the rights of ecuadorians and by way of a state-centered
regime concentrate power to enforce authoritative government
without any accountability, such that, in compliance with the
aforementioned objectives the assembly dismissed congress.
In defense
of all ecuadorians’ best interests, and primarily those
of the poor, who will be the most affected by this socialistic
system Álvaro Noboa decided to participate in the assembly
putting forth a liberal constitutional and social justice proposal,
therefore becoming a national assemblyman
Once again thanks to the support of all ecuadorians who identify
with progress and welfare.
His fighting spirit, the love for his country will never be
assailed or tarnished. Consequently Álvaro Noboa acting
as an assemblyman led the voice of those in opposition protesting
constitutional violations on the part of the assembly regarding
outright partisan legislative activity such as was evidenced
by the so called equal taxation law.
On sunday
the 13th of January of 2008 PRIAN governing boards, of all 24
provinces denounced the political persecution of which their
leader Álvaro Noboa is a victim.
The government
majority in the assembly aproved this partisan tax law to hurt
him and the ecuadorian people as a whole with this tax initiative,
turning the internal revenue service into a facist secret police.
For this reason Mr. Noboa did not render an asset declaration.
If he would have, the internal revenue service would have conjured
a penal trial. And surely escorted him to jail, since in this
country there are no constitutional guarantees or the right
to defend one. All this wasclearly manifested by the PRIAN boards
clearly showing support and solidarity for their leader.
Discharging
their duty, the government majority proceeded to expel Álvaro
Noboa from the national constitutional assembly on January 12th
of 2008 in a clear demonstration of political persecution in
the hopes of eliminating any sign of opposition and move on
with full-empowerment procedures without any accountability.
